Whether your own history falls on the right side of those rules is exactly the sort of question the préfecture will not answer for you in advance.

In France, giving legal advice for a fee (consultation juridique) is reserved by the law of 31 December 1971 — in practice, use an avocat registered with a Barreau (bar), ideally one practising in droit des étrangers. The bar can confirm registration. A préfecture appointment agent, a translator or a 'démarches administratives' service is not an avocat.

Agreed by convention d'honoraires, which is required in writing. Fees depend on whether the matter is an application, a renewal or a contentious appeal before the tribunal administratif. Ask what is excluded — timbres fiscaux, translations and any appeal are usually separate.
O erro a evitar
Paying an intermediary for an appointment slot or for 'help with the dossier' and treating that as advice. It is neither regulated nor insured, and if the file is wrong the délai to challenge a refusal is short and unforgiving.

Generally it is not counted toward the residence period required for naturalisation — which surprises many graduates. A French higher-education diploma at Master's level can separately reduce the requirement from five years to two. How do I verify a French avocat?
Ask which Barreau they are registered with; registration can be confirmed with that bar. A registered avocat is insured, bound by professional rules, and must give you a written fee agreement (convention d'honoraires).
