The tapu harcı is 4% of the declared value — legally split 2% buyer / 2% seller, but in practice the buyer often pays the full 4%. Declare the real price: under-declaring creates a capital-gains and citizenship-file problem later.

Always declare the real price. Buyers are routinely pushed to under-declare to cut the 4% fee, but the gap becomes a capital-gains liability on resale — and for a citizenship file the declared tapu value must itself reach $400,000.
Fixed extras (modest, in TRY): the döner sermaye (revolving-fund) service charge, the now-compulsory SPK/GEDAŞ valuation report, and DASK earthquake insurance. Together usually a few hundred euros — small next to the 4% fee.
VAT (KDV) can be 0%: a first-hand purchase from a developer is VAT-exempt if you are a non-resident paying in foreign currency (with a DAB) and hold for one year. Resale between individuals is never subject to VAT.
